Funding

Levy Funding

(For those industries with statutory levies under the Primary Industries Levies and Charges Collection Act 1991 & Primary Industries Levies and Charges Collection Amendment Regulations 2003.)
 
R&D levies and Marketing levies are collected from the grower by the Levies Revenue Service on behalf of many horticulture industries. These funds are then provided to HAL for investment in projects that align with the relevant industry strategic plan and annual priorities.

Voluntary Contributions

Voluntary Contributions (VCs) are funds received by HAL from a variety of sources other than statutory levies for investment in R&D and marketing activities.


Australian Government Matching Funds for R&D

HAL is able to match (dollar-for-dollar) R&D levy and VC funds using Australian Government matching funds. The Australian Government provides matching funds up to 0.5 per cent of the total gross value of production (GVP) of horticulture annually.
 
All R&D projects whether funded by levies or VCs are eligible to receive Australian Government matching funding. HAL has a responsibility to the Australian Government to ensure that the Australian public benefits from the R&D outcomes which should address the Rural Research and Development Priorities.
 
Funds sourced directly from Australian, state or local government cannot be matched except where the funds can be clearly identified as non-government (eg, environmental levy to research composting for waste disposal collected by local government from rate payers) and the results deliver benefit to horticulture.


Corporate Cost Recovery and Across Industry Contribution

Corporate Cost Recovery (CCR) and the Across Industry Contribution (AIC) are contributions deducted from the funds submitted to HAL for projects.

The CCR is a management fee to cover the operation of HAL and the AIC is a contribution to the Across Industry Program which undertakes R&D activity for the benefit of total horticulture.

The CCR and AIC rates are reviewed by the HAL Board in May each year. The current rate is built into the calculations in the HAL application system. If you are inputting a proposal into the HAL application system outside of the Call submission periods, please note that the rate may change prior to you submitting the proposal.
